You can download a PDF file to your hard drive from a web page link. The ActiveX plug-in file is not required to download a PDF file. Note, in order for you to open and view the PDF file after you have downloaded it, you must have Acrobat or Acrobat Reader installed on your PC.
To download a PDF file from a web page link:
Right-click the link to a PDF file.
Choose Save Target As from the pop-up menu.
In the Save As window, browse to where you want to save the file; then click Save.
